Osmin Ramirez President & CEO

As the driving force behind MRB’s history of excellence, Osmin Ramirez has more than 15 years of management experience in infrastructure construction. Mr. Ramirez started MRB in 2005 as a trucking company servicing other construction companies in the greater Washington area. Beginning in 2013 Mr. Ramirez has expanded the company to include other services to the greater construction community to include;

Roadway Saw Cutting – 8 Crews Currently
Temporary Traffic Control – 40 Crews Currently
Asphalt Roadway Milling and Overlay – 2 Crews Currently
Underground Utility Construction – 2 Dry Crews and 3- Wet Crews

Under Mr. Ramirez oversight, MRB has put together a highly qualified team of
professionals to oversee and help manage the various divisions and a full time
Safety Department to insure the company meets the highest standards of the
construction industry. He works closely with superintendents, estimators, safety
directors and the entire project management team to oversee the company’s
relationships and growing opportunities.

Frankie Rodriguez Executive Vice President

Mr. Rodriguez brings more than 12 years of general utility construction and maintenance. He manages the day to day activities of the temporary traffic control crews and saw cuttings crews. Mr. Rodriguez has been instrumental in the development of the Asphalt Paving division of MRB and serves as one of the driving forces in the growth of that division.

H. Christopher Odom P.E., Esq. Operations Management Consultant

Mr. Odom brings more than 31 years of utility and general construction experience and joined MRB in 2018. Over the years, he has procured and overseen contracts totaling hundreds of millions of dollars. Starting his career in the underground utility industry in 1988 project engineer, Mr. Odom brings years of invaluable experience to the team. His desire to stay on top of changes in the industry has allowed MRB to broaden its client base, expand its areas of work expertise while maintaining its competitive edge. He works closely with the entire team of superintendents, estimator, safety director and the entire project management team to oversee the company’s bidding processes and contractual issues. His involvement in the day-to-day business operations helps to ensure MRB operates seamlessly. Mr. Odom graduated with a B.S. degree in Engineering from Marshall University, a M.S. degree in Civil Engineering from The Catholic University of America and a Juris Doctorate degree from The Catholic University Columbus School of Law. He is currently a licensed Professional Engineer in Maryland, DC and Pennsylvania. He has been admitted to the bar association in DC, Maryland and is a member of NUCA.

William (Bill) Metzger Safety Director

Mr. Metzger brings more than 15 years of Construction Safety experience. He oversees the activities of the entire company and reviews each project for their various safety implications. Bill joined MRB in 2018 and has dealt with various aspects of the business while directing the safety department and developing a strong culture of safety throughout the company. MRB’s safety department has worked to develop not only the company’s safety programs but also its subcontractor’s programs, by supplying training and consulting. He is currently a certified Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST) and Master Trainer under OSHA Standard as well as NCCER.

Francisco Alvarado Utilities Superintendent

Mr. Alvarado brings more than 10 years of various Utility Construction and management experience.

Nelson Gafcia Paving Superintendent

Mr. Gafcia brings more than 6 years of Paving Mill and Overlay operations experience.

Jaun Machado General Superintendent

Mr. Machado brings more than 5 years of various Construction experience and management.

Richard Marquez Saw Cutting Superintendent

Mr. Marquez brings more than 4 years of various Roadway Saw Cutting experience and management.
